تأثیرتخصیص مجدد مخارج عمومی دولت بر رشد اقتصادی بلندمدت ایران

چکیده

محدودیت منابع مالی دولت‌ در کشورهای در حال توسعه، موجب شده موضوع "تخصیص بهینه مخارج عمومی دولت" از اهمیتی خاص در این کشورها برخوردار باشد. بر این اساس، مطالعه حاضر تلاش کرده است تا با استفاده از داده‌های دوره زمانی 1393-1359 و روش هم‌انباشتگی جوهانسن، به بررسی اثرگذاری تخصیص مجدد مخارج عمومی دولت بر رشد اقتصادی بلندمدت ایران بپردازد. یافته‌های این پژوهش ضمن تایید اثرگذاری مثبت و معنا‌دار سرمایه انسانی و آزادی تجاری و تاثیر متفاوت اجزا مختلف مخارج عمومی دولت بر رشد اقتصادی، نشان داد که تخصیص مجدد منابع مالی دولت با هدف افزایش مخارج آموزشی که از طریق کاهش در مخارج مصرفی و نظامی تامین مالی شده باشد، اثر مثبت و معنا‌داری بر رشد اقتصادی بلندمدت ایران دارد. همچنین بر اساس نتایج روابط بلندمدت برآورد شده، کاهش در مخارج مصرفی نهائی، نظامی و بهداشت و درمان، با هدف افزایش در مخارج سرمایه‌گذاری دولت، اثر مثبت و محسوسی بر رشد اقتصادی بلندمدت خواهد داشت.

چکیده [English]

The limitation of financial resources of the government in developing countries, caused these governments to consider the issue of "efficient allocation of expenditures" as a very high priorities in these countries. Accordingly, this paper examines the impact of public expenditure reallocations on economic growth in Iran. To do so, a long-run relationship between the variables has been estimated using cointegration method for the period 1980-2014. The results show that reallocation of government resources have a significant positive effect on economic growth, under the condition of raising the educational expenditure compensated by the reducing military and consumption expenditures. In addition, the findings of the paper show a reduction in consumption, military and health expenditures, in the favor of increasing government investment expenditure, have a significant and positive impact on the economic growth. Finally, the findings support a significant and positive impact of human capital and openness on economic growth.
